Enhancements for CI

Fixes:

• addition for errors in prospector.sh used a wrong variable name
• stop prospector run if prospector itself has an error and fail the job

Additions:

• Dont run CI when changes are to README.md, .gitignore or doc folder
• included need statement to allow jobs to run earlier without waiting for unneded other jobs
